Remove images and tags

Remove any image from the library, rename it, restore one that was removed, and remove a tag naming somebody. Members can always remove their own images and untag themselves without this.

Positions that currently hold this permission, and where. It can be granted: Everywhere. To change who holds it you need Grant permissions, and to hold this permission yourself, everywhere or for the same platform, event type or team.
