Change details fixed by the event type

Change, on an event of the event type it is granted for (every type, when granted everywhere), what that type fixes for planners: its length, release, lock, capacity, who may see it, faction and mission details. The reviewing team always may.

Positions that currently hold this permission, and where. It can be granted: Everywhere, or for one event type. To change who holds it you need Grant permissions, and to hold this permission yourself, everywhere or for the same platform, event type or team.
