Set operation rules

Write the advisory rules every event of a type is held to before it is submitted: notice, leadership posts and who may hold them, the name, the order, mission details, the ORBAT's size and spacing. Every new rule starts advisory.

Positions that currently hold this permission, and where. It can be granted: Everywhere. To change who holds it you need Grant permissions, and to hold this permission yourself, everywhere or for the same platform, event type or team.
