Set ORBAT rules

Write the advisory rules the ORBAT builder checks for a role (where it may sit, how many per unit, who it needs or keeps apart) on the team that owns its combat area, and, held everywhere, for unit types too. Every new rule starts advisory.

Positions that currently hold this permission, and where. It can be granted: Everywhere, or on the holder's own team. To change who holds it you need Grant permissions, and to hold this permission yourself, everywhere or for the same platform, event type or team. Unless marked, each post below holds it: On its own team.
