Operation Mockingbird (2025)

The archipelago of Isla Abramia is a large island chain that is under the control of the Chernarussian government. Multiple foreign influences are trying to insert themselves. The U.S. Marines are being sent in under humanitarian aid orders to ensure that bad actors are unable to dominate.

Operation Background

Chernarus is a former Soviet satellite state that is now leaning Westwards and foreign interest and investment has been high. Recent Intelligence has shown that Russia is attempting to turn Chenarus back into a Russian-controlled puppet state. Chenarus is currently on the brink of civil unrest with multiple political factions attempting to take control. The U.S. has deemed that Chenarus is a high-interest state that needs to be free of Russian control. It is the mission of the U.S. to bring control and U.S.-backed leadership into high levels of the state. The U.S. will operate under International Law for Humanitarian Aid support while sending in the U.S. Marines as the operational U.N. force.

Regional Politics

The archipelago of Isla Abramia is nominally under the control of the Chernarussian government, however, the northern islands are largely uninhabited and lack any considerable governmental oversight. They are likely to be controlled by local warlords or an unknown enemy force. The Isla Abramia is a strategic set of island chains that the Russians need to control to expand their influence. The U.S. is using Isla Abramia as the stepping stone for an indirect influence war.

The southern islands are comparatively heavily populated and are more directly controlled by the Chernarussian government. Such governmental oversight has inhibited Russian presence in the area.

Isla Abramia is expected to fall into civil unrest within the year. The U.S. forces will need to find a side or create a faction that will fall under the support of the U.S.  It is expected to have high levels of corruption in all levels of government. There is also an unknown force working behind the scenes supporting some local groups that need to be discovered.

Enemy Forces

The Chernarussian government is unaware of our planned operations, so they are likely to respond with force should our assets in the area be detected. They will be able to bring considerable firepower to bear, up to and including aircraft and armored vehicles. That said, these are not frontline troops, and large amounts of heavy material are unlikely. There are known anti-air assets in the area and some small coastal patrol boats.

Russian troops are known to be stationed around the islands in low numbers with limited assets. They are under the mission set to provide humanitarian aid and presence patrols. They are expected to be under strict ROE guidelines but are also expected to be supporting local warlords and political factions.

(CLASSIFIED) The Unknown faction is most likely some kind of private army being supplied by an unknown group. There is no intel on their operations or firepower. This is information that must be collected by U.S forces ASAP and is a need to know only mission tasking. (CLASSIFIED)

Tasking

U.S. forces are to find and support local leaders to allow for stabilisation of the Chernarussian government. They are to build relations with the locals through the delivery of humanitarian aid support. It is up to the other U.S organisations to gain control over the local government at all levels until the next election and to disrupt Russian control.

Resupply

Any combat logistics efforts will be denied by Chernarussian air defence systems. Should local air defences be compromised, any critical resupply will be achieved through airdrop. In preparation for U.S. activities in the area, a number of safehouses have been established and will serve as limited resupply points should airlift not be secured.

It has not proven feasible to infiltrate any vehicles or similar heavier equipment at this juncture.
U.S. Marines will be deploying with limited firepower as their main task will be humanitarian aid. They will not be able to directly reinforce any other U.S. assets.

ROE

Civilians are likely to carry arms in more rural areas, and less likely under Chernarussian government controlled areas. Given that the incumbent government has no knowledge of our actions in the area, gunfire should be kept to a minimum as far as possible to avoid provoking a likely overwhelming hostile response and/or international relations issues.
