AI completely stopped responding, issuing orders is impossible and AI is not transferring to HC

In most cases, when the AI stops responding entirely—making it impossible to issue orders or transfer to High Command—there’s no standard in-game fix, and the mission must be halted with a full server restart. However, a HC DUMP procedure can potentially resolve this if an admin is online and familiar with the process, thereby avoiding a complete restart.
